Responsible for leading and supervising the value stream production team members in achieving aggressive targets in Safety, Quality, Delivery, Cost and Inventory;use the lean tool box (Value Stream Mapping, 5S, 3P, Standard Work, SMED,Variation Reduction and Material Pull Systems) to eliminate waste and achieve targets; champion the value stream lean daily management meeting and employ problem solving methodology to determine root cause and develop counter measures for misses to daily targets; correct staffing levels; including the hiring,
development and disciplinary action; determine required production hours and use overtime to fill short term gaps; collaborate with Program Management,Quality, Sustaining and Design Engineering and Materials management to develop the annual operating plan and the capital budget as well as meet the annual operating plan.
ESSENTIAL FUNCTIONS and DUTIES:
1) Managing human resources:
a)Ensuring that staffing supports the needs of our customers and the business plan
b)Ensure the right people in the right roles
c)Ensure that staffing and development plans support succession plans and protects against impacts of turnover
d)Ensuring performance management is practiced effectively by their teams.
e) Ensuring compliance with Cobham policy and practices and applicable labor regulations.
2) Managing capital assets:
a)Ensuring that capital provides the capacity needed by the business plan
b)Ensuring that capital is utilized efficiently
c) Ensure that capital is kept in compliance (safety,regulatory, and quality)
d)Ensure that capital is properly planned for future requirements
3) Managing financial results:
a)Develop departmental budgets based on the overall business plan
b)Drive the actions to meet or achieve targets in budget.
4) Managing support groups/driving improvement
a)Work with peers to align support group priorities to Value Stream needs
b)Champion applicable continuous improvement efforts using a variety of tools (TOC, Lean and Six Sigma)
5) Drive the policies and practices to insure compliance (SHE, Security and Legal)
6)Provide VS Leadership to Key Business Processes
b)Bid & Proposal Process
e)New Product Introduction
7) Measured by aggregate site performance across Value Streams:
a) Compliance(SHE, Security and Legal)
b) Financial results (Revenue and EBIT)
c)Customer Service (OTTP and RMAs)
d)Operational KPIs (OPE, CPEH and FPY)
May directly manage the following staff: Production Manager and/or Line Leaders, Production Associates; Indirect
management of Quality Engineering, Sustaining Engineering, and Process Engineering resources.
Interface with associates across-functional areas to drive progress toward meeting weekly and/or monthly customer goals; external contact with customers, suppliers and other businesses to ensure success of company objectives;

Minimum of eight years of experience in a leadership role within manufacturing operations.
Experience delivering on key performance indicators (on time to promise, productivity, quality, safety).
Experience directing and managing multiple projects simultaneously.
Experience with direct reports, including performance management and talent selection.

Bachelor’s degree in Operations Management, Engineering, Business or Scientific Discipline.
Active DoD Clearance.
Experience in a government contracting environment.
Experience in a low-volume,high-mix, make-to-order environment in a labor intensive environment.
Working knowledge of microelectronic assembly and test operations.
Experience with lean, Six Sigma and/or Theory of Constraints.

Math & Analytical skills: basic to intermediate mathematical skills, including statistical analysis; review and compare data to identify inconsistencies and determine priorities; ability to collect, analyze and summarize information to a technical level; ability to think abstractly and separate complex ideas into simple elements; strong attention to detail; fact based problem solver;
