Join us in keeping Oregon's roadways safe as our Region 2 Maintenance and Operations manager (RMOM). This vital position serves as the executive leader in Region 2 for the delivery of our multi-million dollar Maintenance and Operations program. The RMOM is responsible for the oversight of all maintenance and operational transportation assets and issues associated with 4,600 lane miles of state highway in 11 counties, including billions of dollars in publicly owned assets associated with the state highway system within the region. The person in this position determines the strategy for outsourcing maintenance work, contract work, and consultants, as well as the strategy for dealing with multi-million dollar private investments that affect ODOT facilities.
As the central figure in managing and leading the Region 2 Maintenance and Operations programs, this role supervises and mentors district managers, frontline maintenance managers, and all other positions managed by these positions. The RMOM also is responsible for the Region Traffic Operations Center and electrical crew.
The district managers are responsible for contractor and permitted private development construction work on the state highway system and are responsible for the internal delivery of maintenance and operations programs with a regional operating budget of $45 million per year. The RMOM, through the district managers, manages the region Maintenance and Operations portfolio that includes the entire maintenance base budgets, permit authority for private development and local development on the state highway system, and the resources to deliver the program including decisions and management of contracts. This person also ensures that appropriate communication and collaboration is maintained, internally and externally, throughout the Maintenance and Operations program.

Duties and Responsbilities:
- Ensure delivery of the Maintenance and Operations program within the region.
- Develop annual business plans that establish regional priorities, schedules, and budgets for maintenance work and projects.
- Direct the work of district managers and the emergency and operations manager in the use of statewide management systems and ensure proper use of performance measures.
- Direct and oversee the region's district permitting programs.
- Review maintenance and operational work with district managers.
- Interpret and communicate rules, regulations, policies, and procedures for access management, utilities, and contracting.
- Assist the region manager in developing strategies that coordinate maintenance and operational efforts.
- Lead the district managers in developing, prioritizing, implementing, and evaluating the region's Maintenance and Operations program.
- Chair the region Maintenance and Operations management team and serve as an active member of the region leadership team.
- Recruit, select, supervise, and mentor district managers, frontline maintenance mangers, and district permit staff.

Six (6) years of management experience in a public or private organization, which included responsibility for each of the following:
a) Development of program rules and policies,
b) Development of long- and short-range goals and plans,
c) Program evaluation, and
d) Budget preparation.

- Working knowledge of highway construction, maintenance, and implementation of engineering design standards, specifications and construction management principles.
- Work is performed in both office and field environments.
- Regular travel within the region and occasional statewide travel is required.
- Field work involves exposure to high traffic volumes, heavy construction equipment, inclement weather, rough terrain, hard surfaced pavements, and slide or rock fall areas.
- Occasional work outdoors at project sites may require walking on rough terrain, stooping or bending around structures or equipment, and working 20 feet or more above ground/water.
- This position is on call 24 hours per day, seven days a week. Long hours may be required, including evenings, weekends, and/or holidays.
- This position requires frequent contact with elected and local officials, various media, stakeholders with competing demands/agendas, and the public in conditions that may be emotionally charged or adversarial. Media contact may require on-camera interviews.
